True goodness, according to God's definition, requires both outward conformity to His law and inward motivation stemming from a genuine desire to please Him, a capability absent in fallen humanity. While unsaved individuals may exhibit "civic virtue" driven by self-interest or humanitarianism, this lacks the essential internal disposition to be truly considered good by God. However, through regeneration and the indwelling of the Holy Spirit, believers gain the capacity and new possibility to perform genuine good deeds out of a desire to please God.
